\u201cThe farmer?\u201d Ricky added.<\/p>\n

The mayor smiled.<\/p>\n

\u201cFarmer?\u201d he repeated gently. \u201cDon Carding Reyes is the largest landowner in this province. The mall, the university campus, the housing complex \u2014 they stand on his land.\u201d<\/p>\n
